Industrial hemp products are made from Cannabis plants selected to produce an abundance of fiber and minimal levels of THC (Δ- tetrahydrocannabinol), a psychoactive molecule that produces the "high" associated with marijuana. Wet is not good. If it is too wet they will not grow at all, they will rot. If it is damp and well drained so that the plants will not be sitting in water, you have a shot but it wont be great. See if you can dig a trench to divert the water so that the soil is no more than slightly damp. Some areas are only wet in the spring and tend to dry out by summer. I have even found spots that were wet one year and reasonably dry another year. Remember that you want hot, dry weather at the end of the growing season for the best results. Sometimes that means covering the plants to keep rain out.
